From what I've read, the wifi-only iPads determine their location based on where a router is. The location of the router is stored in a database and may not always be accurate.
Eventually, the location of your router will be updated to be accurate - it sounds like a customer in New Hampshire had it before you did!
If you want to make sure your iPad's location services are working correctly, take it somewhere else - like a coffee shop with free wifi, and check its location.

There is some anecdotal evidence that having someone with an iPhone or iPad with Cellular connect to the router helps expedite the database update.

Only anecdotal. But, as there is no way to explicitly add a router to the database (as there was before Apple decided to take it in house), it's all I've got to recommend.
