Facetime rings even if ipad is set to do not disturb and volume is silent. Is this a bug in iOS 7?

yes, muting is technically a solution.  I think what @christian216 is eluding to is there seems to be a bug where FaceTime doesn't pay attention to this setting.

do not disturb has been working great in muting all my cellular calls and just got a FaceTime call from overseas and discovered this bug myself (My DND is to accept calls from "no one")

be nice to know if this issue is being addressed before I encourage more use of FaceTime!
