If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support
Additionally, your wireless carrier should have your IMEI number. Otherwise, they wouldn't be able to provide cellular service to you.
However, having the serial number or IMEI number will not help you track the device. At best, it allows you to report the theft to law enforcement and your wireless carrier.

They are associated to your Apple ID, which doesn't even require owning an iOS device. For example, I can purchase iTunes music for my Windows PC, without ever owning an iPhone or iPod.
