I understand that the iTunes Store on your Windows computer is not populating album data or your purchase history as you would expect. To begin troubleshooting, I would first suggest working through the steps located in the attached article.

There may be a couple of more troubleshooting articles I would suggest reading over and working though because the issue continues.
