That document primarily addresses the Mac's Mail.app. If she can't receive email on any of her devices, even using a web interface, the problem lies with the email service she's using. In other words if it's Yahoo! Mail then go to their site for troubleshooting instructions. It ought not to be related to the particular browser you're using.

On a Mac, can she log in to and use iCloud.com to retrieve her email?

Problem was only in mail app. It existed in the same manner on the Cloud.
However, mail app somehow created a new mailbox with my wife's normal address in "On My Mac." That new mailbox gets everything. Your response helped me stay on the problem. Thank you again.
