You have checked the "Recently deleted" album and emptied it?

And restarted the iPhone after you deleted everything? Sometimes the Usage data will not update immediately.

    and deleted photo folder

Sorry, I misread that as "iii deleted a folder"   English is not my native language.

What do the settings show, where the storage is used, when you click "Photos&Camera" in Settings > General > Storage > Manage Storage, then click the first item "Photos & Camera"?

The photos may be in a location, that you cannot delete, like "Synced from iTunes":

Have a look at this solution:  There are apparently more users suffering from phantom photos that cannot be deleted:  Changing the date makes the photos in "Recently deleted" visible again:

I managed to get rid of the phantom usage. Restoring iPhone and resetting the phone settings/data do not work for me.

I had to move the Date on my phone earlier by 1,2,3 months and found the phantom photos in the Recently Deleted Folder. Next, I deleted the photos manually from the Recently Deleted Folder and the usage got freed up from my iPhone.

    Hope this works for you

Oh, this is fantastic! I was pulling my hair out like the one who posted the problem. I couldn't take more than 25 photos or a 1 min video before I had no available memory.

I had deleted all the photos and videos in Camera, and in Photo, including the "recently deleted". I shut down and restarted my iPhone.

And it STILL insisted I had 1.7GB used by Photos and Camera, despite 0 showing in the camera or Photo.

I followed this, and changed the date to Feb 15, 2014 when I got the iPhone, and suddenly there were nearly 300 photos and 15 videos in the "recently deleted" folder, most from over a year ago! I deleted them all, and suddenly I have 1.3GB available on my phone again instead of 143 MB!!

I didn't even need to restart my iPhone. Thank you SOOO much!
