Thank you for using Apple Support Communiites.
It sounds like you are not getting iTunes Match playlists when you are not connected to Wi-Fi. You do need an internet connection. See the following from the iTunes Match troubleshooting article:
If you're using an iOS device and aren't on a Wi-Fi network, turn on 3G cellular data for iTunes Match. Fees might be associated with downloading over cellular networks; contact your wireless carrier for details.

You say I have to be on WIFi but it says in the instructions that if I'm not on wifi to use cellular data. my problem is that it is NOT working unless I'm am on WIFI - when I'm not on wifi my phone uses the cellular data. Not 3G but using LTE
tthe iTunes match is working but not correctly

If you have turned on cellular data for iTunes Match and the other troubleshooting in that article have not resolved the issue, you may find more information by using another one of Apple's support resources - https://getsupport.apple.com/GetproductgroupList.action.
