Q: Sync Outlook Contacts and Calendar

I am having trouble sync’ing my Outlook Contacts and Calendar with my iPhone.  I have

PC:

  Windows Vista

  Outlook 2007

  ICloud 2.1

iPhone 4s

  IOS 7

I have checked my settings.  In my PC iCloud, I have a check mark for:  Mail, Contacts, Calendars & Tasks with Outlook.

In my Outlook, I can find the iCloud folder.  In the iCloud folder there is a Contacts folder and a Calendar folder. 

On my iPhone, in Settings iCloud I have Contacts and Calendar turned on (green)

There is no data in the Outlook iCloud Calendar.  There was some data in the Outlook iCloud Contacts folder, but it was old (so I did have some sort of sync’ing going on at one time).  I have deleted all the Outlook iCloud Contacts.

I have entered some dummy Contacts and Calendar data into my iPhone.  I tried to use iTunes to sync.  There was no data in Outlook iCloud Calendar or Outlook iCloud Contacts.  I have tried the iTunes sync with Outlook closed and open.  It does not make a difference.

How can I get the iPhone Contacts and Calendar to sync into my Outlook iCloud Contacts and Outlook iCloud Calendar?
