If you mean an application, it can’t be run on any Mac OS X version newer than 10.4.11(if that), and would require Classic, which isn’t available for Intel Macs.

Classic Mac OS1.44 MB floppies can be read by USB Floppy drives in Mac OS X.
800K and smaller floppies are not readable by Mac OS X, except possibly under Mac OS X 10.2.8 and earlier which run on Beige G3s, the last Mac with built-in floppy.
