The settings are all turned on and I still receive alerts when this person calls.
You may have Do Not Disturb turned on. Swipe up to display the Control Center and check if the crescent moon icon is highlighted.

Unfortunately, this is not the case, I tried turning "do not disturb" on and back off again and it did not change anything.
I have also restarted the phone using the home and lock buttons, any other thoughts?

Go to your text message conversation, select Details, and check the Do Not Disturb there as well. You may have muted the conversation on accident.

Check the contact entry to see if you have them blocked. To see if you have DND enabled for that thread, open the message thread. Tap "Details" in the upper right corner. Make sure Do Not Disturb is turned off.

I have confirmed that the phone was not turned to DND, nor was the individual contact set to DND, nor is the contact blocked. Thanks for the suggestion!
