It only applies if burning an Audio CD. What other options do you have selected?

Strange, that option is working fine here. Has it worked before on the same computer? Have you installed new drivers, or do you need to? The troubleshooting steps here might help. iTunes for Windows: Optical drive is no longer recognized, or "Disc burner or software not found" alert after install

The "Include CD Text" was greyed out when I had a Kaser external burner connected to my Macbook Air. When I connected an Apple Superdrive and selected "burn playlist to disc" then the "Include CD Text" option was available. So, you may want to try a different or external burner.
