But I've already tried all of this. I'm not able to pair remote with my iTunes library. I can't find "Remote" in the tab bar. Am I missing something?

The pairing process happens when you turn on Home Sharing.

Connect iPhone, iPad, or iPod touch to a Wi-Fi network on the same local network as your Mac, PC, or Apple TV.
Open the Remote app on your iOS device.
Turn on Home Sharing from the Remote Settings screen.
Sign in to the same Home Sharing account you used to sign in on your other devices.
After you set up Home Sharing on one or more devices, Remote will pair with those devices and you can start controlling them. You can use separate Apple IDs for Home Sharing and the iTunes Store on an iPhone, iPad, or iPod touch. For example, you can sign in to Home Sharing using one account and then use a separate account for the iTunes store.

Mar 27, 2015 10:36 AM in response to Wrains1972by Wrains1972,I performed a full rest on both my iPhone and ipad. Seems to resolve the issue, but my iPad experienced this AGAIN 2 days later. Another Full restet resolved the issue. I don't understand what could the cause. I have looked at my home sharing settings on all devices, and they are set up as recommended. For now, all is working.

Mar 27, 2015 5:43 PM in response to Wrains1972by Justin Stempel,This has occurred to me as well. I've been using the remote app for a long time and today nothing works. I've tried reseting everything, logging out and back in. My assumption is the problem stems from the app because my network hasn't changed (apple extreme) and I can access both my apple tvs from my computer or phone for airplay, but neither of my apple tvs or my mbpr are recognized by the app.

Mar 29, 2015 12:57 PM in response to Justin Stempelby denvernative,I had the exact same problem today (home sharing working between iMac and Macbook Pro but not iPhone).
Doing a "hard reset" of my iPhone (hold "home" button and "lock" button simultaneously until screen blanks and you see the Apple logo...but keep holding both buttons until Apple logo vanishes, then pressing lock button to turn on iPhone) seemed to do the trick. After the "hard reset" the Remote app sees my iMac, Macbook Pro as well as my AppleTV. This seems to indicate a networking/bonjour issue with the iPhone.
