What is full text of the error message ?

If it's to contact iTunes Support (these are user-to-user forums) :

    - go to http://www.apple.com/support/itunes/ww

    - click on your country's flag

    - click on the Contact Support at the bottom of the left-hand column

    - click on Contact iTunes Store Support on the right-hand side of the page

    - then Purchases, Billing & Redemption

Who 'don't seem to be real' ? You've followed the steps in my above post and contacted iTunes Support - if you have then you should have got an automated email reply, a proper reply should be sent within 48 hours.

When/where are you getting that code, and is it part of a longer message ?

THe message code is 1999.4.999.   And this isnt a 5.00 purchase its 130.00 for my sons birthday TODAY.   Not 48 hours from today.... I have no idea what the error code is.  I have no idea how to get a REAL LIVE person on the phone, but i do know once again i will disappoint my child

When/where are you getting 1900.4.999, and is that all that you see, there is no text along with that number - are you getting it when trying to buy something from iTunes on a computer, App Store app on an iOS device, in-app purchase in an app on iOS device ?

There isn't a phone number for iTunes Support.

I've done a quick scan and I can't see any mention on this site, the developer's website, or via google, of that error code.

You could try closing the app via the iPad's taskbar, re-open the app, and retry and see if you still get the error code : Force an app to close in iOS - Apple Support

And/or try logging out of the account on the iPad (tap on the id in Settings > iTunes & App Store) and then log back in and retry.

But I doubt that they will make any difference, when you get a message to contact iTunes Support only they can potentially fix it. When you originally contacted them you got the acknowledgement email, and you've checked the spam folder as well as the inbox on your email account ?

I Have tried everything.... I cannot believe Apple support has no contact number.... My son is moving six states away with his mother monday and this may be the last actual birthday i spend with him.   I have missed the last three of his and this is quite important to me, as he has no money and loves that game.    I did receive the original email but i am out of time..... Please if you know anything else....please

There's anything that fellow users can do, with a message to contact iTunes Support only they can do so

First ensure that the account that's connected to your son's device has actually got the credit to purchase the app rather than a different account - disregard if your trying to send a gift app to your son's device. Two I've had problems unlocking games & discovered that having the clock on the 24hr format is better for downloading/unlocking than 12hr format so perhaps try that.

If In-App Purchases were restricted you'd get a message to that effect, not the 'contact iTunes Support' message
