- set 'Automatic" to OFF in the meantime

I know that I could set the time manually, but would be better if the timezone would work as it should work.
Seems that Russian timezones aren't updated in iOS (my iPhone is updated).

We have a couple of "rogue States" here in the U.S. - Arizona and Hawaii - which also have the same problem as you do.

... there is no combination of settings in Map and Date & Time control panels which will enable you to display Hawaiian local time correctly AND concurrently display the correct time in other places that do observe DST.
*Map and Date & Time are the older OS X equivalents to iOS - Settings >>> Locations and Date & Time
This article is referencing iOS 7, but I do not know that anything has changed > iOS 7: Understanding Location Services - Apple Support
Location Services uses a combination of cellular, Wi-Fi, Bluetooth, and GPS to determine your location. If you're not within a clear line of sight to GPS satellites, your device can determine your location using crowd-sourced Wi-Fi5 and cell tower locations or iBeacons.
The emphasized phrase seems to indicate a Priority of methods used to get where you are, and thus calculate the Time Zone appropriate by its relation to GMT.
Methinks you will just have to do it in your head. If Apple hasn't fixed the issue for its own home country States and Australia, it is not likely they will for Russia.

This problem has been appearing in the Forum since before Russia went to daylight davings time so I'm not sure where the problem lies.

As you can see, I did some Goggling prior to poking at you. It seems it is not a DataBase but rather a GPS (then descending other methods) then a calculation to GMT done deep in the code of all OS's location services. Russia may have a big enough installed base to warrant writing some if > then code into 'em all, but Arizona and you folks don't? There are other ways = bring back the ol' Use Daylight Savings Time check box !! Again, http://www.apple.com/feedback/
Seems Most of the World doesn't observe the practice... What's with Australia?

Although not used by the majority of the world's countries, daylight saving time is common in the Western world.

red = DST never used

Apr 12, 2015 1:41 PM in response to ChitlinsCCby bobseufert,If it is a GPS issue how come everybody in Russia (I asked) has the wrong time and why was it correct before the change ? Since we don't know the source of the problem the easiest 100% effective fix is to manually set the time on the iPad/iPhone and send feedback.

Source of the problem is "Automatic" relies on either an Apple server + manually picking my location (my case) or GPS to determine timezone. Then the equation is
GMT(now DST in England) - MINUS - # of zones West of Greenwich
The "Use DST" check box would fix it - unchecked for orange & red on the map - who cares what the default is chosen to be
The concept was put forth by a New Zealander. It only makes sense for extreme latitudes. Farmers could care less what time it is... sun up > to work, sundown > go home
