I'm based in Canada, so select No and No, then on the 3rd page where has you confirm your name, country, type of beneficial owner and title, I always get "Please make sure to fill out all the required fields correctly". Only been trying since last night, so I assume this is a transient issue?
Opened a support case, for what it's worth.
