If the device is considered to be beyond economical repair, that price could change or you'll be looking at buying a brand new device. I would try and plug it into a computer and see if you can get a backup to roll. If it's showing signs of life, you may be able to sync it with a computer and iTunes. That way you'll at least have your data.

- Did you ever connect it to iTunes, have you done this recently?
- Did you have iCloud backups enabled?
Your priority is to dry it out. Wrap it in a soft cloth to cover the open ports & seal it in a bag of dried rice or another desiccant like silica gel or kitty litter. Leave for a few days to dry before connecting to iTunes - power can short out a moist device. If it was totally soaked you may need to leave it for a week, refresh the desiccant after a few days.
If you ask Apple they will replace it for the fee that has been mentioned - that means you lose access to the data on the device - it's an exchange. If you had a passcode set you can no longer sync to iTunes if the screen is not functioning - the screen needs to be unlocked to perform a sync to iTunes when the PIN or passphrase is active.
You can ask Apple to replace the screen, but they may offer a replacement only, be persistent if you have no recent backup. Otherwise you'll need to find another store to replace the screen & other damaged parts etc. That means Apple will no longer exchange or offer support because it voids the warranty. Water & accidental damage isn't covered anyway.

iTunes lists device backups in the 'Preferences > Devices tab', mouse over items in the list to see the date of any backups if they are not visible.
iCloud will list the backup size in 'System Preferences > iCloud', click the manage storage button & scroll through the list. I suspect this is different for 10.10, so dig around in that panel (this is for Mac OS 10.9). Windows may not be able to show the iCloud backups.
