My iMac has iPhoto and a photo library; my MacBook Pro has iPhoto and a somewhat different library. Will iCloud photo library manage?

What are your plans? Do you want to upload the photos from both libraries to iCloud photo Library and merge them?
It is possible, if you have enough cloud storage. You can use iCloud from several Macs but with a few restrictions, see:
