Apr 15, 2015 9:18 AM in response to Repolesby Old Toad,The geolocation is determined by the iPhone's location as determined by triangulation with the nearest cell towers. It could be that there's not enough cell towers or they're too far away to triangulate precisely.

Apr 15, 2015 9:26 AM in response to Old Toadby antoniobaia,No, thats impossible, there a few towers around here (i can locate with app Cobertura), it's ones of the biggest cities and this is the best neighborhood. There's even 4G here. The problem is definitely from Apple's software.
It's funny, I usually travel a lot in Brazil and only here this happens. Thinking it's a city with almost 2.5 Mi population.

Jul 10, 2016 10:58 AM in response to Repolesby MedTechWriter,So here it is, 2016, I am right here in the US, state of Maryland, in a city of substantial size, but the geotagging named our location not by the name of the town, but by the ELECTION DISTRICT NUMBER! I find it impossible to believe that one cannot edit the location (or actually, the "Moments" name) in iOS 9 9.3.2. I'm so desperate to change this, I've wondered if I could move all albums with that "Moments" name into a new one and re-name it with the proper name of our town.
Does anyone know if this would work? Or is there any other way to change the location name?
Thanks so very much for any help or suggestions.

Keep sending feedback to the Apple developers to point out wrong location names and request improved support for naming locations. The next version of Photos is currently been testing and further developed, so now will be a good moment to pit out major flaws. Use this feedback link:
