Q: WIFI and Bluetooth conection issues

I cant conect to the wifi neither i can conect to the bluetooth. I dont have any wifi adress (N/A) and i made the new update 8.1.3

iPhone 4S, iOS 8.1.3

If you are having an issue with connecting to Wi-Fi with your iPhone, I would suggest that you troubleshoot using the steps in this article -

Well greetings again,
Unfortunatly this has not helped me since most of the solutions did not work. Some of my friends, told me it is a problem from the internal system. What should I do now?
Ps: the second site is in chineese so i didnt understan most of it
