If purchased in one such country, there is no way to add FaceTime, even if you move to a country where it is not restricted. You would need a device that originated from a country where it is allowed. Also, if you reside in a country where it is banned, but purchase an iPhone that was imported, you will not be able to use it while in that country once you insert a local SIM card.
