it is attempting  to RE-UPLOAD 800GB of photos! i put the the photos app onto an external hdd and took it to my office because there is no bandwidth limit and faster upload limit , I uploaded all my photos to icloud (I purchased the 1tb of storage plan) after all the photos were uploaded I returned HDD with the photos library on it home to the mac it originated on,  it gives me a warning that i cant turn on icloud photos because i don’t have enough space  on icloud (it DOSNT see that its the same library thats already on the cloud) iand when I took the HDD back to my office to test it and now attempts to re-download ALL my photos from the cloud  and attempts to re-upload everything thats already on the cloud  it also warns me that  I  “may not have enough space to upload all my photos” it doesn’t seem to see that it is the same library and it doesn’t give me the option to do …. well anything at all really   im dizzy from this,  i need a deeper insight as to what i can do to let icloud Photos  use my existing library that I have locally in conjunction with the photos that are now sorted on the cloud that originated from the  library I am attempting to use why would it want to re-downolad everything when there is a perfectly good local copy of everything already in the library and why would it want to   re-upload everything to the cloud when everything in said library is already in the cloud? Please advise

    I'm having the same exact problem. I was basically forced to upgrade to the more expensive plan just to make it continue (even though I upgraded just to upload all my photos the first time around). It was stuck at 1K+ photos so I stopped it and started it again and now it's back to re-uploading 30K+ photos after it had gone through some kind of analysis to get to that point. I hope I'm not going to end up with duplicates of everything when this is done.

    I have the same problem! re-uploading 120gb on dsl Unacceptable!

    I cannot buy faster internet at my house! believe me I have tried they all want 10 a gb for sat or cell witch would come to $2,500.00 per month. for 250gb

    I had to sign out of iCloud and when I signed back in 1 min later it wants to re-upload! I'm screwed I give UP it killed my internet for a week and i had to go sit at Starbucks 60mbs up-down Google-Starbucks wifi for 6 hours! not doing it again.

    There is no upload time calculator!

    There is no pause for 2 hours option!

    There is no suggestion to remove videos

    There is no explanation that it will convert each video as it gets to it and will NOT upload until that conversion is done! and it wont convert till upload is done!

    There is no way to pre-convert video's so you could then go some where with fast upload!

    There is no way to sign out of iCloud without having to re-upload everything

    There is no explanation that it uploads the newest pictures and videos first and works backwards in time to oldest pic.

    Its as if they don't even know what RSYNC is !!!!!!!!!!!!!!!!!!!!

    And all the photos are all sill at iCloud.com

    Why WHY WHY would it re-upload

    It is utterly ludicrous. It happened to me too, but I have 800GB of images. It took 3 weeks to upload the first time. I had to delete all the images off my Mac, then let them all download again. That took another week. Crazy there isn't a very clear warning what will happen if you turn the service off. Either that or the **** thing should remember the previous sync.

    Same scenario 800gb uploaded 575 GB then turned off icloud and when  i reinabled it I was forced to delete all my uploaded photos because there wasn't enough space UN-freaken real apple has never been able to get anything cloud based right this is a tell tale sign that this hasent changed all I can say is make sure you have a backup because of its this and apples track prior track record "doom is a waitin" I'm ****** that I'm paying 20$ a month for 1tb and I have to deal with this sort of stuff but I really have no choice (sigh)
