As Kappy points out, Elements may well require a DVD-ROM drive, depending on how you install the distribution. The MacBook Air does not contain such a drive. So you can either purchase an Apple USB Super Drive or use a drive from another computer as described here:

The "external (sp) drive from HP" would not work, though, if you're thinking of plugging it in to the MacBook Air. It would work on some other computer that accepts it, and then you can use the drive from another machine as described in the article above.
If you have a few extra dollars to invest in the machine, spend it on RAM.
