If when trying to download something you are getting a message about a 'problem with a previous purchase' then that implies that iTunes wasn't able to collect the money for your last purchase and that therefore owe iTunes - in which case you won't get the 'none' option on the payment details screen (or be able to download anything) until what you owe is paid e.g. by replacing the card with another valid card, or by redeeming an iTunes gift card onto your account (if they are available in your country)
