Also review the topics at https://www.apple.com/support/mac-apps/photos/, particularly Get started with Photos for OS X.

Apple Musictechnically, Photos should import your Standard Library when started. Other libraries can be also started/selected
The original iPhoto library remains intact - just in case you wanna go back

As a matter of fact, I agree that import should be generated by PHOTOS, but that did not happen at all when I started the program and there was no file to open.
