I am using Mail now (recently was using outlook) and just installed the photos app (was using Aperture).
I went into mail and found an email with a picture attachment. I opened the email and the picture was present in the body of the email; I right mouse clicked on the picture in the email and there was an option on mine to export to photos (there was also one as you stated to export to iphoto). In doing what I did it the option to export to photos was there. (the export to photos)
I just yesterday made sure that Mail was my default mail. (I had it as Outlook before) Perhaps that is the problem????
Try going into photos and go to a photo and click share and see if mail comes up as a clickable option to email directly out of photos..if it doesn't--for some reason mail may not be linked to the photo app in your case.
Wish I could help more. Also make sure that you have the latest updates on the mac as this option (that you are missing) could have appeared in an update recently. I seemed to remember a software update from several days ago...but this is just another guess.
