Q: The Terminal commands did not result in any change in the ability of Photos to import the library.  The same error message is yielded regardless of how many times I attempt the commands.

The Terminal commands did not result in any change in the ability of Photos to import the library.  The same error message is yielded regardless of how many times I attempt the commands.  How else can I get the program to realize I want it to have permission to do whatever it needs to do?

Where is your iPhoto Library stored? Is it in he default location, your Pictures folder, or is it on an external drive?

And which of the three error messages are seeing, that are mentioned in the document you linked to?

I have a similar question.  The iPhoto Library is in the Pictures folder under my username.  The error message is:

Photos was unable to make a copy of your library before preparing it. Photos does not have the necessary permissions.

When I follow the terminal procedure that is suggested, I get an "operation not permitted" message.

If you have any suggestions, I would greatly appreciate them.
