Q: i dowloaded ios 8.3 but not not inistall

I understand you attempted to update your iPhone 4s to the latest version of iOS 8.3. Is it possible that you do not have enough free space available on your iPhone for the update? Did you see any error messages?
The link below will explain how to update the iOS software. If you've already tried updating wirelessly, perhaps try the option in the article for backing up and installing the update using iTunes instead.

If you can’t update wirelessly, or if you want to update with iTunes, follow these steps:
- Install the latest version of iTunes on your computer.
- Plug in your device to your computer.
- In iTunes, select your device.
- In the Summary pane, click Check for Update.
- Click Download and Update.
If you don't have enough free space to update using iTunes, you'll need to delete content manually from your device.
Find out what to do if you get other error messages while updating your device.
