Unless you have a backup of that library that you can restore to her Pictures folder it's gone for good. If you don't already have a backup strategy for your Mac I'd get one started ASAP. The one easiest to enable is to use Time Machine (included with all Macs) with an external HD. This Apple document describes it: Mac Basics: Time Machine backs up your Mac - Apple Support.
There are apps like SubrosaSoft FileSalvage that can find deleted files on your hard drive and restore them if they haven't been overwritten yet. It has a demo version that you can use to see if it can find enough of the image files in that library to make it worth while purchasing it. It's not inexpensive. Now...I DO have a huge file called "Family&Friends.migratedphotolibrary" which I guess the new Photos app made from my - well her - old library from iPhotos vintage. It's currently in the Shared folder on Mac but I imagine I could move it to her Pictures in her user account.
Gladly her new Photos app is now opening and in her Pictures she has PhotosLibrary which will be the new format, but of course is empty at the moment; it is her System Library. Can I somehow merge all her pictures from that 'Migrated' library into that? It could well be a marriage saver, I'm under considerable pressure here now.

That's not a good idea in my opinion. First, online backup services can't backup iPhoto or Photo libraries and restore them in a working condition. The format of their servers do not support the library's complex ecosystem of files and links. Secondly uploading and recover take a very long time.
If you don't want to have an external drive with you get one and use an app like SuperDuper or CarbonCopyCloner to clone your Macbook drive to it and then update once a week. That gives you the advantage of being able to boot into the EHD in the event your boot drive crashes. If you eventually upgrade your Mac you'll be able to migrate your files from the clone backup with Migration Assistant quickly and easily.
The more frequently you backup the EHD the fewer files you'll lose if the boot drive crashes completely.

May 15, 2015 4:43 PM in response to Old Toadby tetters,I just found out because of your msg that Time Machine was already turned on on my Mac and Yay I've been able to recover her library and now I've got it open and showing in her Photos!!! Phew!
Just one outstanding issue: I went to turn iCloud photo library on so she could have everything on her phone and iPad via iCloud rather than iTunes sync: when I clicked the box for iCloud photo library it says:
"1 referenced file in your library will not upload to iCloud Photo Library. Select referenced files in your library and choose 'consolidate' from the File menu to copy the original files into the library". But I can't see the 'referenced file" it refers to - where might it be?
The only other msg here is:
"URL cannot be traversed. To view and change permissions, select the item in the Finder window and choose File>get Info". Again I'm a bit baffled because in info she is already down as owner, and with read-write permissions.

Create a new photos library
Import Masters into new photos library

Note that this is absolutely the last resort since it destroys your library and eliminates any possible chance of fixing it - 99.999% of the time it is the incorrect advice - unless you are totally at the end of all possible repairs stay out of the library - there are no user serviceable parts in it and any changes you make mess things up more
