May 17, 2015 7:49 PM in response to krallman2366by LarryHN,First off you need to update your profile - clearly you are not using OS X 10.6.8
Where is the library you want to use stored? How many libraries do you have?

May 17, 2015 7:59 PM in response to krallman2366by Rysz,When the button is grayed out, it means Photos Library is already set as the System Photo LIbrary.
I know, not very intuitive.
You can request features, point out bugs, etc, at Apple Feedback pages.
Or directly for Photos.

Oct 19, 2015 7:44 AM in response to krallman2366by Mad Dog The Englishman,Same here, I'm trying to get iMovie and iDVD to recognise the photos library with no luck, as stated in the OP the option to 'Use as System Photo Librar' is greyed out indicating it should be working but I still can't see my photos in iMovie or iDVD and any stills in previous projects are appearing Black, very frustrating.
