Q: Why don't pre-orders charge at the time of purchase?

I pre-ordered a CD when I had plenty of money in my account. I thought it was all taken care of. Well now there are songs being released one by one and today it overdraft my account by 0.28! I'm really upset that I'll have to pay $35 for this one song because the payment isn't taken at the time of order.

    You are only charged when they are released (if tracks are released ahead of the album then they will be charged for as/when they are released) - at any time between pre-ordering and release you can cancel a pre-order, and some countries also don't allow money to be taken ahead of release/availability .

    That is pretty much how pre-orders work universally. You don't get charged until the item is actually delivered....
