Q: Why can't Apple require parental passcode before allowing a reset?

My son has figured out that he can access inappropriate content by doing the system resetWhich blows away all parental controls. It would seem to me that Apple should require a parental passcode before allowing to reset. I get it that some people forget their parental passcode and need a bypass mechanism, but why can't this be a hardware reset with a paperclip like it is on most WiFi routerS?
