To start troubleshooting this issue where images in specific apps are displaying pixelated images, I'd like you to please force quit all of the affected apps, and then reset your iPhone.
Turn your iOS device off and on (restart) and reset

Thanks for the photos. Does this pixelation occur when connected to cellular only, or Wi-Fi only? Or does this only occur when you're connected to VPN?

I am having the exact same issue. It wasn't like this before, and I first noticed it in the App Store. Then VSCO Cam now has the same issues, and sometimes the Apple Store App. It's like images in apps aren't rendering properly.
It happens both on cellular and wi-fi. Funny thing is my iPad Air doesn't appear to have the issue.

it sporadically happens in Safari, iTunes, Apple Store. It's persistent in VSCO, App Store, Instagram.

I had this problem.
I solved it just uninstalling the app named "Onavo Extend". This app saves your mobile data reducing the quality of your images. I just uninstalled this app and I get back the good quality of all pics that I see on websites, Instagram, Facebook, etc.
So, I think that if you are having this problem, you must check if your iDevice has installed the "Onavo Extend" app, and just uninstall and it might solve the issue...

im having the same probelm, but n my ipad 3. Since i updated the latest software, ive got pixeled images, i tried everything ( deleted instagram, upgrated) and still got these distorted images. Ive got a windows phones and it works perfectly :/ anyone knows howto solve this?

It started last night after downloading the IOS 9.0.2 update. I have tried uninstalling Instagram and re-installing. I went to my old iPad that doesn't have the update and the pics are fine on it.
