You didn't complete the unlock process after receiving the unlocked email.

You need to restore it as a new device. Only after you get the "Congratulations, your iPhone is unlocked" message, should you restore your backup. Do it again. If you don't get the message, then call AT&T back. If the phone was at any point jailbroken or hacked in an attempt to unlock it, it may not be possible for it to process a legitimate unlock.

These days with a carrier unlocked 6+. you no longer need to restore the phone IF you have a SIM card from the other carrier that you intend to use the iPhone with.

You should just be able to insert the new carriers SIM card into the phone. The phone will then go to white screen showing the Apple logo and then come back up and ask you for your iCloud ID and password. Once you enter those, the iPhone is unlocked to use on any GSM carriers network.

This is the way my unlocked T-Mobile 6+ and 5S worked when I unlocked it to use on AT&T. I never had to restore because I already had the other carriers (AT&T) SIM card.

The instructions posted above that others linked to tell you this as well, steps 1 & 2. This is what the OP should have only had to do since he has the new carriers SIM.

    Apple says:

If you have a SIM card from a carrier other than your current carrier, follow these steps:

    1. Remove your SIM card and insert the new SIM card.
    2. Complete the setup process.

The instructions also tell you to wait 24hrs after receiving the email.

The only time you need to restore is if you don't have another carriers SIM such as when unlocking the phone so that you can simply sell the phone or give it to someone else to use.

It's possible the OPs phone wasn't officially unlocked.

Wrong. The OP had a phone that was originally locked to AT&T. Try reading the original post.

I did read which is why I replied with what I did. My instructions are 100% percent correct.

The OP has an unlocked AT&T phone and HAS a T-Mobile SIM. The phone does not need to be restored to unlock to use another carriers SIM which he has. Want to tell me how I am wrong? Read the Apple instructions! People keep telling others they need to restore when they don't have to, that's just plain WRONG!

Wrong. The OP has a LOCKED AT&T phone. They applied for an unlock, which AT&T apparently approved. To complete the unlock, it MUST be restored.

You don't know what you're talking about.

WRONG. STEPS 1&2, of Apples instructions state that IF you already have a sim card from the other carrier, all you need to do is insert the sim into the phone and complete the setup instructions.

Those setup instructions which are carried out on the phone include entering the phones iCloud and password. That is it. That is all that is required to unlock the phone when you have the sim card already from another carrier.

The only time you have to restore is if you DON'T have the sim card from another carrier.

You are not understanding Apples instructions.

    Read it carefully.

There, I posted the instructions there once again. Says nothing about having to to restore if you already have the other carriers sim which the OP does. Stop telling people to restore. It's WRONG and it wastes their time.

That is wrong. It won't work. The phone must be erased and restored for the unlock to complete.
