May 28, 2015 9:09 AM in response to Mbubtainaby ChrisJ4203,More than likely this device was purchased in a location where FaceTime is prohibited. If that is the case, you will not be able to get FaceTime on the device. It has to do with a mandated government restriction.

May 28, 2015 9:09 AM in response to Mbubtainaby Matt Clifton,What country are you in / where did you buy it? iOS devices purchased in the UAE cannot use FaceTime, even after changing country or restoring software.

Jun 3, 2015 4:38 PM in response to Gdemoraby ChrisJ4203,Because you purchased the device in Dubai, the device does not have FaceTime, and you will not be able to get it. Devices sold in that area have it taken off the devices and cannot have it put on. It is a government restriction. You would have to purchase a device that does not come from that geographic area.
