Q: Sync contacts between iphone 4s with icloud on Windows 8

I have iPhone 4s with the iOS 8.3 and a laptop with OS windows 8.1. My contacts between the phone and iclouds not syncing. How do you fix this

Make sure you follow the instructions on how to set up an iCloud account on a Windows computer:
Set up and use iCloud for Windows - Apple Support

That solution not working for me. Wonder if I should reinstall iclouds in Windows?
