If you are referring to use your iPhone as a personal hotspot for your PC, turn on Personal Hotspot on your iPhone then connect via your PC network settings.

There is no other BT profile that is usable with a PC, you cannot sync via Bluetooth.

You will have to import the music into iTunes. Just drag and drop it on an iTunes running app or icon. WMA music is not playable on an iPhone without a WMA player app that you will have to get from the app store. MP3 should not be a problem.
