Jun 1, 2015 2:54 AM in response to bkommby JimHdk,You can't go back to an older iOS level and I doubt that iOS 8.3 is the cause of your problem anyway. I'm using 8.3 on an iPad 4 without problem.
Some things to try:
Restart your WiFi router by removing power to it for 30 seconds.
On your iPad use Settings > General > Reset > Reset Network Settings.
If these don't help try restoring your iPad to factory to get a fresh copy of the iOS S/W.
Restore: Connect your device to iTunes on your computer, backup, and then select Restore to Factory.
See here for more details on restore: https://support.apple.com/en-us/HT201252

Jun 1, 2015 4:43 AM in response to JimHdkby bkomm,Thanks Jim for the suggestion. Tried to back up to computer and restore to default. I am prompted to turn off the find my ipad app but in order to do this, I need to connect to network. As a result, I can not restore to factory default. Tried reset of network settings but that did not help either.
