No.  iPhones sold in Saudi Arabia and some other Middle East countries have a hardware block for FactTime which can't function anywhere.

No. This question gets asked daily...FaceTime has been permanetly removed from your phone at the request of the Saudi government, there is no way to get it on your phone. Sell your phone & purchase a phone elsewhere if you want FaceTime.

I had Facetime synced with my computer now its gone, how the **** do I get it back?

I have three devices from Saudi, facetime is installed and running on two from three.
