When I got the watch I had to go through the verification process again to have them active for Apple Pay on the watch since it's a different device and would be assigned a different code. The one that is a credit card just required me to get a code sent by email to enter. The debit cards are handled differently and most banks will require you to call and go through the verification process with a rep. If you have not done that it won't appear on the watch. In the Apple Watch app for Passbook/Apple Pay on the screen for that card, which you have to enter manually or use the camera to set up, it will tell you what the verification process is. For my credit card I was shown 3 options, emai, text, call. For my debit card only one option - call. It will show you the phone number to use.
