These are completely different services. iTunes Match is a cloud-based storage system for your music. Apple Music is simply a music streaming system coming from Apple. They are completely different.

No, it's not completely different, it's completely the same. Look at Apples FAQ:

How does Apple Music know what songs are in my personal library?

With an Apple Music membership, your entire library lives in iCloud. We compare every track in your collection to the Apple Music library to see if we have a copy. If we do, you can automatically listen to it straight from the cloud. If you have music that’s not in our catalog, we upload those songs from iTunes on your Mac or PC. It’s all in iCloud, so it won’t take up any space on your devices.

Does Apple Music work with iTunes Match?

Yes. Apple Music and iTunes Match are independent but complementary.

The reason I never subscribed to iTunes Match was because of its 25,000-song limit. Now, Apple Music is also offering to match and store music I already own. Apple does not mention a song limit, but it does say the music will be stored on iCloud. I am wondering if I can now upload my entire library as part of the Apple Music service or will I have to pay for additional iCloud storage on top of the Apple Music monthly fees? Is this going to be another "gotcha" by Apple?

That makes little sense. Why would you pay $10/mo to access your own music, when now iTunes Match is $25/yr. Why would you want to subscribe to more expensive service to do the exact same thing. What I've seen is that you can stream any music of your choice from Apple's entire library of music. Otherwise there is simply no rationale for paying more money to get the exact same thing. You even cite how they are not the same.

In this one respect, they may indeed be the same. But the $10 a month is really to access music you do not have and is the same price as Spotify and Google Play Music. Being able to access your own music in the same place is a bonus--the idea being that, if you decide you want Apple Music for streaming, you may no longer have to pay the $25 annual fee for iTunes Match. You are correct in that, if all you want from Apple Music is to store what you already own, then iTunes Match would be a better deal.

Kappy, I'm sorry, I was imprecise. Of course Apple Music is MORE than iTunes Match, as it has the streaming service like Spotify, beats1 and so on. But, in my opinion, Apple Music contains a service like iTunes Match - as it is said in the Apple FAQ, see my post above. So, again, I don't see the right to exist for iTunes Match.
