Q: Photos not uploading to iCloud
My understanding is that photos automatically upload to iCloud storage from Photos. This is apparently not happening for me currently. What do I need to check on to ensure the settings are correct?

Make sure the following options are enabled:
System Preferences > iCloud > Photos
System Preferences > iCloud > Photos > Options... > iCloud Photo Library
Photos > Preferences > iCloud > iCloud Photo Library
While verifying or setting that last option, check just below to see a message like "Updated just now" or a count of items awaiting upload.
Also note that Photos will not upload/sync pictures that are "referenced" (stored external to the Photos library, as opposed to those copied into the library). This is controlled by the following option:
Photos > Preferences > General > Importing: Copy items to the Photos library
The option setting at the time a given photo is imported controls whether it is "managed" (if checked) or "referenced" (if unchecked). There are other considerations that may affect your decision to check or uncheck this option.
If the photos in question were originally imported into iPhoto and migrated to Photos, the corresponding option was:
iPhoto > Preferences > Advanced > Importing _ Copy items to the iPhoto library
