You are now stuck with an expensive paperweight. Without the previous owner's Apple ID info, there is nothing you, anyone here, or Apple themselves can do.

Only the person whose account it is can remove the iPad from their account (nobody on these user forums nor Apple can do it) : Find My iPhone Activation Lock: Removing a device from a previous owner’s account - Apple Support

If the store doesn't have his details, or you can't contact him, then ask the store for a refund
