Q: disabled (no hands) can i use a mouse to scroll on macbook air ios 8

user is a disabled person (lost both hands) --- i bought him a refurbished macbook air 11" released 2014, with ios 8, yosemite browser.   he uses a mouse to operate his old computer, can also use a stylus i.e. to operate an ipad.  how can he scroll on new macbook air using a mouse?   there are no arrows for up/down or previous page commands.

    Maybe turn the scrollbar setting in System Preferences -> General, to "Always". There are no arrow buttons, but clicking in the scrollbar area will let it jump up/down (or there's a pref to make clicking the scrollbar area jump directly to the position clicked on, but that's probably less useful here.
