Q: Ask to buy and Allowances

I want to limit the spending for my daughter.  I set up a $10 allowance, yet she can still buy more than $10 each month.  I also have Family Sharing active.

Can I have both Family Sharing and Allowance?

How do I turn on 'Ask to buy'?
