I tried to do an instore pick up on an item on June 18 and everything went well until I scanned my thumb. It would fail and do exactly as you said. I double checked everything and all my information was correct and still got the same issue and I even tried different cards. I emailed Best Buy with the problem to see if they had run into that issue before and all I got was "we're sorry you're having issues, please contact Apple".
It works just fine for me when I go to stores and use NFC. I also reload my Starbucks card using ApplePay and I haven't once had an issue with it.
