the previous owner still has their account ID on it. I am unable to locate them to have them remove their info.
Where can I go locally to resolve this matter?

If you've encountered the activation lock, nowhere. Only the person who set the lock(or if you're the device's original owner, Apple) can remove it; it's an anti-theft measure.
