Even so, if it IS from Singapore, then it was illegally imported and re-sold in UAE. And it was probably hacked to unlock it. You can't get help her for a hacked phone.

My previous advice stands. Try restoring it in DFU mode. If that doesn't fix your problem, it's a brick.

That means it 'should' be unlocked for use on any carrier. If you believe it should be and it's not working, then get on a plane and take it to the country where it originated. That would be Singapore, NOT UAE. It can only be serviced in the country where it was originally sold.
