I understand you have created a new Apple ID, and now you cannot access iTunes. But I'm not clear why you created a second Apple ID account instead of editing your old Apple ID, which probably has all of your past purchases on it.
Take a look at the articles below regarding managing your Apple ID. If you need additional support after reading this information, I've included a link to contact our Apple ID support team.

Jun 25, 2015 8:20 PM in response to diana beaumontby diana beaumont,When I realized that my Apple ID - for some reason - was not getting me into iTunes, I contacted Apple and a tech discovered that the iTunes account was for some reason was completely screwed up. Apparently iTunes had had some behind the curtain issues that were probably the source of my problem.
He suggested creating a second email address (Yahoo) strictly for iTunes. I have no idea why. He suggested that the account was so tangled up that it needed to be treated separately> (not from my end. tI had only bought a couple of things from iTunes)
Anyway we did that which made matters worse. The Yahoo account and email became a problem and I dumped it. It never solved the iTunes problem anyway. I can't access iTunes for purchases at all. I had made album purchases in the past, but can't now. Perhaps I should just give up. It's been a problem for a couple of years and I have only so much patience for this stuff.

Jun 28, 2015 2:25 PM in response to diana beaumontby judysings,Hi Diana,
I'm sorry you are frustrated with your experience with the iTunes Store. I'm curious to know if the interaction with technical support you mentioned above is the result of a recent call to Apple with the link I gave you, or if this conversation happened some time ago.
The previous contact information I gave you was to get help with your Apple ID, password, and security questions.
If your current Apple ID and password work everywhere but in the iTunes Store, I'll include a few more resources for reviewing your iTunes Store account and getting help from iTunes Store Support.
At the very least, you should be able to log into the iTunes Store with your current, active Apple ID and password and download something free to see if it is working.

https://support.apple.com/en-us/HT203983Your Apple ID is the account you use for everything you do with Apple: shopping the iTunes Store, signing in to iCloud, buying an app, using iMessage, and more. We recommend that you use the same Apple ID for all Apple features and services. If you want to change the email address associated with your Apple ID, sign in to My Apple ID to change your email address, then use these steps to update it in the services on your device.

I'm including this link just to make sure the billing is all set up correctly in the iTunes Store. You will usually have to re-enter the code on the back of your credit card when you access this page. Even if you are downloading a free item, this information needs to be complete and accurate.
