As I understand it you are wanting to make your childs account not need to request permission to download free apps. According to the following article there is no distinction between free and payed apps, there is no way to toggle that:
Request and make purchases with Ask to Buy

It's to allow you control over what your child accesses on their iDevice.

I have to make a choice of either giving my 16 year old complete access to my credit card or bothering me every single time he wants to download a free app to his phone? That is nuts. Completely insane. I understand why you might want this for young children, but for any child old enough to have his/her own iPhone this probably isn't an issue. If the option to ask to download a free app needs to exist at all, it should be an option. Ask to BUY, should be just that, Ask to BUY. I want a way for my son to ask me for permission to make a purchase with my credit card, I don't need to babysit him if he wants to download angry birds.
