Q: My iPhone won't let me enter my PIN code to unlock my SIM card

I updated to iOS 8.3 just now and tried to download some apps, only to be met by a bug where I couldn't download anything from the App Store. After searching here I found a suggestion to reboot my phone, so I did that. After rebooting the apps did download successfully, but now when I try to enter my PIN code so I can use my phone again, this is all that happens. The home bytton does nothing here, and I have to lock and unlock my screen to get back to my springboard.

If you do use a pin code to lock your sim

or do you mean the pass code to lock the screen
Forgot passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support

This is when trying to enter my SIM PIN after rebooting my phone, the keypad and prompt and all that just doesn't appear as you can see in the screenshot I linked to

the screen shot is a meaningless blur of colours and is a pointttless post
Do you use the sim lock as described in the link above
